Since 1993, article 1 of the constitution reads: "Belgium is a federal state composed of communities and regions". A characteristic of federalism is that the powers are not all in the hands of the central government. The constituent parts of a federation (federal states) have the opportunity and the means to pursue their own policies. The duties of communities and regions are therefore duties that originally belonged to the Belgian level and were gradually allocated to the federated states.
